1. Definitions
1.1. Seller – Narow (Narow.eu), registered in the Netherlands.
1.2. Buyer / Customer – any natural or legal person placing an order via Narow.eu.
1.3. Product(s) – all goods offered for sale on Narow.eu, including but not limited to personal mobility devices. These products may be subject to specific legal restrictions in certain countries or regions, particularly when used on public roads.
1.4. Agreement – a distance contract concluded between Narow and the Buyer through the website Narow.eu.
2. Applicability
2.1. These General Terms and Conditions apply to every offer made by Narow and to every Agreement concluded between Narow and the Buyer via Narow.eu. By placing an order, the Buyer accepts these terms.
2.2. Deviations from these terms are valid only if confirmed in writing by Narow. The Buyer’s general terms and conditions (if any) are expressly excluded.
3. Products and Use at Own Risk
3.1. Narow offers products for personal use. While we strive to ensure that our products comply with applicable safety standards and carry appropriate warnings, buyers acknowledge that the use of certain products (for example, electric scooters or similar devices) may involve risks. Under the EU’s product safety rules, manufacturers must carry out a risk assessment that considers foreseeable use and misuse, and they must provide clear safety information in the language of the Member State where the product is sold. Narow provides such information; however, safe use ultimately remains the buyer’s responsibility.
3.2. Use at own risk: By purchasing and using our products, you acknowledge that you do so entirely at your own risk. You agree that Narow cannot be held liable for direct or indirect damage, injuries or losses resulting from the use, misuse or malfunction of our products, except where required by mandatory law. Service-at-your-own‑risk clauses are common in terms and conditions, and they are designed to limit the company’s liability for harm arising from how a customer uses the product.
3.3. Compliance with local laws: In some countries and regions, certain products – such as electric scooters – are classified as special vehicles and may not be permitted on public roads. For example, in the Netherlands most electric scooters are not approved for use on public roads. They are classified as special mopeds and must be approved by the RDW (Netherlands Vehicle Authority); only approved models with a licence plate, mandatory insurance and helmet may be legally ridden. At the time of writing, riding an e‑scooter on a public road, cycle path or pavement is illegal in the Netherlands, and they may only be used on private land with the owner’s permission. Laws vary by country, and the Buyer must ensure that the product is legal and used only in accordance with local legislation. Narow disclaims liability for any fines, penalties, confiscations or damages resulting from illegal use.
3.4. The Buyer agrees to take all necessary precautions when using products purchased from Narow, including wearing appropriate protective gear, observing speed limits and checking whether the product is approved for public-road use in the relevant jurisdiction. The Buyer bears sole responsibility for compliance with all applicable road‑traffic, safety and insurance regulations.
4. Order Process
4.1. Orders can be placed through the online shop at Narow.eu. After placing an order, the Buyer will receive an order confirmation via email. The Agreement is concluded once Narow confirms the order.
4.2. Narow reserves the right to refuse orders or attach special conditions to the delivery if the company has reasonable grounds to do so (e.g., suspicion of fraud or previous payment issues). If an order is refused, Narow will inform the Buyer within five working days after receipt of the order.
5. Prices and Payment
5.1. All prices listed on Narow.eu include applicable value‑added tax (VAT) unless stated otherwise. Shipping costs, if any, are indicated separately during checkout.
5.2. Narow reserves the right to adjust prices and correct any obvious errors. Price adjustments do not apply to orders already concluded.
5.3. Payment must be made in full at the time of ordering via the payment methods offered on Narow.eu (e.g., iDEAL, credit card, PayPal). Orders will not be dispatched until payment has been received.
6. Delivery
6.1. Narow delivers to addresses in the Netherlands and other countries as specified on Narow.eu. The stated delivery times are indicative and do not constitute binding deadlines. Narow strives to dispatch orders within the stated time but accepts no liability for delays beyond our control.
6.2. The risk of loss or damage to the products transfers to the Buyer once the goods have been delivered to the delivery address provided by the Buyer.
7. Right of Withdrawal and Returns
7.1. Cooling‑off period: Buyers within the European Union have the right to withdraw from the Agreement without giving any reason within 14 days of receiving the goods. The withdrawal period expires 14 days after the day on which the Buyer, or a third party indicated by the Buyer, receives the goods.
7.2. To exercise the right of withdrawal, the Buyer must notify Narow of the decision to withdraw from the contract via an unequivocal statement (e.g., email or written letter). Narow will provide a model withdrawal form, but its use is not obligatory.
7.3. Return of goods: If the Buyer withdraws, the Buyer shall return or hand over the goods to Narow without undue delay and in any event not later than 14 days after the day of notifying Narow. The Buyer bears the direct costs of returning the goods unless Narow has explicitly agreed to bear these costs.
7.4. The Buyer is only liable for diminished value of the goods resulting from handling beyond what is necessary to establish the nature, characteristics and functioning of the goods.
7.5. Exceptions: The right of withdrawal does not apply to goods that are made to the Buyer’s specifications, clearly personalised, sealed goods (such as software or audio/video products) unsealed after delivery, or digital content supplied on a tangible medium once the seal is broken.
7.6. Upon receipt of the returned goods, Narow will reimburse all payments received from the Buyer, including delivery costs (except any additional costs incurred if the Buyer has chosen a more expensive type of delivery than the standard offered by Narow). Narow may withhold reimbursement until it has received the goods back or the Buyer has supplied evidence of having returned the goods.
8. Warranty
8.1. Narow guarantees that the products comply with the Agreement, the specifications stated in the offer, the reasonable requirements of reliability and usability, and the applicable statutory provisions and government regulations.
8.2. Products supplied by Narow come with the legal guarantee that they are sound and meet the contract. This means a product must perform as reasonably expected by the consumer. The statutory guarantee does not apply if the defect is caused by improper use or failure to follow instructions.
8.3. Any additional manufacturer’s warranty does not affect the legal rights of the Buyer.
9. Liability
9.1. Narow’s liability for direct and indirect damages is limited to the purchase price of the product concerned, except when the damage is the result of wilful misconduct or gross negligence on Narow’s part. Narow is not liable for consequential damage, loss of profits or other indirect losses.
9.2. In particular, Narow is not liable for damage or injury resulting from improper, careless or illegal use of the product. By using products sold by Narow, the Buyer accepts that they bear all risks associated with such use.
10. Force Majeure
10.1. Narow is not obliged to fulfil any obligations towards the Buyer if it is hindered due to circumstances beyond its reasonable control (force majeure), including but not limited to natural disasters, war, strikes, pandemics, transport disruptions or government measures.
10.2. In case of force majeure, Narow will inform the Buyer as soon as possible. If the situation of force majeure lasts longer than 30 days, both Narow and the Buyer are entitled to terminate the Agreement without any obligation to pay damages.
11. Privacy and Data Protection
11.1. Narow processes personal data in accordance with the General Data Protection Regulation (GDPR). For more information about how Narow collects, uses and protects personal data, please consult our Privacy Policy.
12. Intellectual Property
12.1. All intellectual property rights relating to the website Narow.eu and its content (including texts, images, designs and logos) belong to Narow or its licensors. These materials may not be reproduced, distributed or used for commercial purposes without Narow’s prior written consent.
13. Governing Law and Jurisdiction
13.1. All Agreements between Narow and the Buyer and these General Terms and Conditions are governed by Dutch law.
13.2. Disputes arising from the Agreement or these terms will be submitted to the competent court in the Netherlands. Consumers also have the option to resolve disputes through the EU’s online dispute resolution platform (ODR).
14. Complaints and Contact
14.1. If the Buyer has a complaint about Narow’s products or services, the Buyer may submit the complaint via email to info@narow.eu or via the contact form on the website. Narow will respond to complaints within 14 days of receipt.
